Zhang Zhu, Minister of Agriculture and Rural Affairs of China, met separately with H.E. Mr. Mariano Assanami Sabino, Deputy Prime Minister, Coordinating Minister for Social Affairs, and Minister of Rural Development and Community Housing of Timor-Leste; Carmen dos Santos, Minister of Fisheries and Marine Resources of Angola; and Aubakir Tilyeukhan, Minister of Family, Labor and Social Protection of Mongolia, in Beijing on May 26. They were invited to attend the 2026 Global Poverty Reduction and Development Forum.
In his meeting with Deputy Prime Minister Sabino, Minister Zhang noted that China and Timor-Leste are longstanding friendly neighbors. Since the establishment of diplomatic ties, bilateral relations have made significant progress and the friendship enjoys strong popular support. He suggested that the two countries should continue to leverage the bilateral working group on agricultural cooperation and strengthen practical cooperation in the four key areas identified by the leaders of both countries—industrial revitalization, infrastructure development, grain self-sufficiency, and livelihood improvement—so as to move faster toward building a China–Timor-Leste community with a shared future. Deputy Prime Minister Sabino spoke highly of the solid progress made in bilateral cooperation in poverty reduction and rural development, and said Timor-Leste hopes to further build consensus with China, enhance strategy alignment, and jointly promote economic and social development in both countries and in the region.
In his meeting with Minister Dos Santos, Minister Zhang noted that fishery plays an important role in ensuring food and nutrition security and improving people’s livelihoods, and China attaches great importance to developing a comprehensive strategic partnership with Angola. He said China will work with Angola to further deepen cooperation across all aspects of the distant-water fishing industry, promote the conservation and sustainable use of fishery resources, strengthen technology exchange and personnel training in aquaculture, and jointly advance global fishery governance. Minister Dos Santos said Angola hopes to expand areas of cooperation with China and learn from China’s experience and technology to improve fishery resource conservation and aquaculture development. After the meeting, Minister Zhang and Minister Dos Santos signed a Memorandum of Understanding Between China and Angola on Fishery Cooperation.
In his meeting with Minister Aubakir, Minister Zhang noted that under the strategic guidance of the leaders of both countries, the China–Mongolia comprehensive strategic partnership is moving toward a community with a shared future featuring harmonious coexistence, mutual support, and win-win cooperation. Poverty reduction and development are fields of great interest to both countries. He said China will work with Mongolia to continue strengthening personnel training and technology cooperation in areas such as animal disease prevention and control, livestock and poultry breeding and processing, and joint wheat breeding, and to develop agritourism in rural areas, thereby promoting sustainable agricultural development and comprehensive rural vitalization. Minister Aubakir said Mongolia attaches great importance to cooperation with China and hopes to fully engage with various parties under the Global Partnership for Poverty Alleviation and Development (GPPAD) and draw on their experience to promote the country’s poverty reduction, development, and rural vitalization.
