Zhang Zhili, Vice Minister of Agriculture and Rural Affairs of China, met with Grégoire Mutshail Mutomb Kangaji, Minister of Agriculture and Food Security of the Democratic Republic of the Congo (DRC), in Beijing on June 11. They exchanged views on deepening China–DRC agricultural cooperation and signed a Memorandum of Understanding (MoU) on agricultural cooperation.
Vice Minister Zhang noted that under the strategic guidance of the two leaders, China and the DRC have maintained stable friendship, and enjoyed deepened agricultural cooperation and rapid growth in agro-trade. Meanwhile, fruitful results have been yielded through frequent people-to-people exchanges in tropical agricultural science and technology. China hopes to work with the DRC to ensure effective implementation of all agreed-upon cooperation initiatives, thus promoting greater progress in bilateral agricultural cooperation.
Minister Mutshail spoke highly of the friendly relations between the DRC and China and the notable progress in bilateral agricultural cooperation. He also expressed his appreciation for China’s longstanding support in advancing agricultural development in the DRC. He said the DRC is ready to continue its cooperation with China in areas such as the seed industry, agricultural mechanization, grain storage, and fertilizers, so as to deliver benefits to the peoples of the DRC and its neighboring countries.
Following the meeting, Vice Minister Zhang and Minister Mutshail signed the China–DRC Memorandum of Understanding on Agricultural Cooperation. The signing of this MoU marks a concrete step toward implementing the Forum on China–Africa Cooperation Beijing Action Plan (2025–2027) . It serves as a mechanism to support the implementation of the Partnership Action for Agriculture and Livelihoods, one of the ten partnership action plans for China to jointly advance modernization in Africa. The MoU will further strengthen bilateral cooperation in agriculture, particularly in food security, and raise the level of China–DRC agricultural cooperation.
