Ash Dieback is a highly destructive disease caused by the fungus called Chalara fraxineaT. Kowalski. Relevant risk analysis indicates that since Chalara fraxineaT. Kowalski has strong adaptability, and its host species, ash trees, are widely grown in China, the risk of colonization and spread is high once the fungus is introduced into China. It will pose a serious threat to both the population of ash trees and the eco-environment. According to the Quarantine Law of the People’s Republic of China on the Entry and Exit of Animals and Plants and its implementation rules, it is decided to include Chalara fraxineaT. Kowalski in the List of Quarantine Pests of the People’s Republic of China of the Entry of Plants, and take the following emergency measures:
1. Suspend the import of seeds, seedlings and other propagation materials of Ash Trees (Fraxinus) from countries and regions infected with Ash Dieback (see Annex).
2. Local Entry-Exit Inspection and Quarantine Bureaus across the country shall, in line with existing laws and regulations, strengthen their inspection and quarantine measures of logs, sawn timber and other wood products from countries and region infected with ash dieback. If Chalara fraxineaT. Kowalski is found, proper measures shall be taken, including the return or destruction of the products concerned.
3. Competent authorities of agriculture, entry-and-exit inspection and quarantine, and forestry shall, according to their respective responsibilities, tighten the approval of introducing foreign seeds, seedlings and other propagation materials to China and intensify surveillance of possible outbreaks to prevent the introduction or control the spread of Ash Dieback.
The announcement shall take effect on the date of issue.
Annex:
Import of Seeds, Seedlings and Other Propagation Materials of Fraxinus from countries and regions infected with Ash Dieback to China are suspended, including the following:
Ireland, Estonia, Austria, Belgium, Poland, Denmark, Germany, Russia ( Kaliningrad ), France, Finland, The Netherlands, Czech Republic, Croatia, Latvia, Lithuania, Romania, Norway, Switzerland, Slovakia, Slovenia, Hungary, Italy, Britain, Bailiwick of Guernsey.
