In accordance with the agreement between the Government of the People's Republic of China and the Government of the Russian Federation on preventing, deterring and eliminating illegal, unreported and unregulated (IUU) fishing of marine resources, with the purpose to effectively fulfill obligations of the Chinese Government under the agreement, it is decided that the Customs Clearance Certificates for Legal Fishing Products shall apply to certain aquatic products imported from Russia. The relevant matters are hereby announced as follows:
I. From November 1, 2014, when any aquatic product listed in the Annex to this Announcement enters the customs territory of China (including entry of samples, temporary import, import for processing trade, or entry into an area under special customs supervision or a bonded place under customs supervision), the relevant entity shall apply for a Customs Clearance Certificate for Legal Fishing Products to the Ministry of Agriculture. When the product enters China, the relevant entity shall voluntarily and truthfully declare it to the customs, and undergo relevant procedures at the customs upon notice by China Distant Water Fisheries Association, an entity authorized by the Ministry of Agriculture, that the Customs Clearance Certificate for Legal Fishing Products is completed.
II. Upon applying for the Customs Clearance Certificate from the Ministry, the relevant entity shall submit the original copy of the Legal Fishing Certificate issued by competent authorities of the Russian Confederation. In case of any imported aquatic product on the list processed outsidethe Russian Confederation, the relevant entity shall submit photocopy of the Legal Fishing Certificate.
