MARA and Heilongjiang Sign Cooperation Framework Agreement

The Ministry of Agriculture and Rural Affairs (MARA) held a work meeting with the CPC Heilongjiang Provincial Committee and the Heilongjiang Provincial Government in Beijing on March 12. The two sides signed a cooperation framework agreement to work together, build a “ballast stone” for national food security and push forward modern agriculture. Tang Renjian, Minister of MARA, Zhang Qingwei, Secretary of the CPC Heilongjiang Provincial Committee, and Hu Changsheng, Governor of Heilongjiang Province, attended the meeting.


 

Minister Tang pointed out that Heilongjiang, China’s largest grain producer and supplier, plays an important role in ensuring national food security. He said MARA will step up its support for Heilongjiang in grain production and agricultural modernization, join hands with Heilongjiang to build the “ballast stone” for national food security and explore a way for the main grain production province to realize preliminary agricultural modernization at an early date.


Secretary Zhang and Governor Hu introduced Heilongjiang's agricultural and rural development during the 13th Five-Year Plan Period. They said that during the 14th Five-Year Plan Period, Heilongjiang will put into practice the general policy of prioritizing agricultural and rural development, work out plans to advance agricultural and rural modernization, and fulfill its responsibility as the “ballast stone” to safeguard national food security.


The agreement focused on food security and set the following targets for Heilongjiang: First, further increase its grain output to 80 billion kg by 2025, and develop over 6.67 million hectares of high-standard farmland with high and stable yields regardless of drought and flood. Second, further improve quality and efficiency. The conversion rate for food processing should reach 70%. Efforts should also be made to develop improved varieties, build brands, and achieve standardized production. The agreement also put forth 21 specific measures in five areas, including enhancing chernozem soil conservation, strengthening scientific innovation, upgrading production machinery, speeding up the transition to eco-friendly agriculture, and promoting the integrated development of crop farming, animal husbandry, and agro-product processing.


Zhang Taolin, Vice Minister of MARA, Liu Huanxin, Vice Minister of MARA, Wei Baigang, Chief Economist and Director of the General Office of MARA, Li Haitao, Member of the Standing Committee of the CPC Heilongjiang Provincial Committee and Executive Vice Governor, and Zhang Yupu, Member of the Standing Committee and Secretary-General of the CPC Heilongjiang Provincial Committee, attended the meeting.
