Now and for a long time to come, efforts will be focused on four key tasks to achieve all-round rural vitalization, Vice Minister of Agriculture and Rural Affairs Liu Huanxin said at a press conference held by the State Council Information Office on Jan. 13.
First, the country’s capacity to guarantee its supply of grain and other important agricultural products will be enhanced. To this end, priority will be given to the seed industry and arable land. A minimum of 120m hectares of arable land will be preserved for grain production, and farmland will be developed more cost-effectively to improve productivity. Functional zones for grain production and protected areas for major farm produce will be created, to ensure that domestically produced grain is sufficient to feed the country.
Second, rural industries will be boosted as part of the rural vitalization strategy. The agricultural product processing industry, among others, will be developed to provide more jobs and income-generation opportunities for rural residents. Rural community-based industries will be bolstered to increase the supply of high-quality, green agricultural products in order to meet the diverse demands of city dwellers and rural residents. Rural tourism, health restoration and e-commerce industries will be promoted, and rural entrepreneurship will be fostered to inject new vitality into the rural economy.
Third, rural development initiatives, a major component of China’s modernization drive, will be further implemented. A package of projects will be carried out to improve village infrastructure, including road, safe water supply, power grid, logistics and rural housing projects. Public services for urban dwellers, such as education, healthcare and cultural services, will be made universally available and will be better dispensed to rural communities. The five-year action plan to improve the rural living environment will be fully implemented to make rural China more beautiful and livable.
Fourth, rural governance will be further upgraded to provide institutional safeguards for rural vitalization. Innovative governance models will be explored and adopted. Farmers’ scientific and cultural literacy will be improved, in order to create modern, vibrant, and harmonious rural communities.
